In 2019, California made wide-sweeping changes to laws that govern law enforcement records. First, certain police officer personnel record release changes went into effect on Jan. 1, 2019. Next, the laws governing body camera footage release changed on July 1. The result is that police departments are now obligated to produce police personnel records and video and audio files to the public - despite their potentially gruesome and confidential nature.
